The tool sends messages to any server which use Punkbuster.
In the case of Enemy Territory, for example, I have just used:
pbmsgs 127.0.0.1 27960 hello
and in the server's console was written:
PunkBuster Server: YPG Server Packet Discarded due to incorrect Local Key [hello]
the message should be visible only to the server.
Anyway you can try also the -x command which scans all the valid PB commands:
pbmsgs -x 127.0.0.1 27960 hello

Note that during my tests seems that all the servers which use Punkbuster can be freezed due to a flooding of messages, this happens due to the resources taken by PB for logging the messages in the log files using fflush.
The tests have been performed on different games with the same results using a delay between packets from 20 milliseconds (50 packets per second which is equal of only 400 bytes/s) to 0 (no delay)

as far as I know it's not possible, it's like a library which uses the same network connection of the game

how about you guys try it on other servers...
if it doesn't work at all then prolly like Luigi said .. its fixed, but if it works on some then i guess they found a way to change port or just patched it.

this morning I have sent a mail to Punkbuster to know the exact day when the bug has been corrected (I have tested another game and I can confirm the correction) so I will release a reference advisory soon.
