Is there any way to make it where MultiRcon could block out the rcon for like the Web Cause i noticed while running i could still get kicked but by WebAdmin so if so please explain an if not please explain. Thanx in advance.

webadmin and rcon are two different things, so the admin which has access through webadmin can still control the server when the rcon service is under the "half second limit" attack.
What's the exact webadmin program you talk about?

I don't think it's a program they just login on the server web page an ban people that way instead of login from the game of rcon which indeed was blocked but doesn't block for the web.. sorta hard to explain but all i can say is they ban use with rcon through the web instead of through the game..

all i know is i still get kicked even when running the multircon.
String command i use is C:\Users\XXX\Documents\Rcon\multircon.exe -x -i -b 10 09AZaz -d 1 Server Port

that webadmin is a completely different thing.
an admin can use a remote system program like VNC or a game mod which allows direct remote administration through a custom HTTP server or in-game through mods related commands.

All these solutions work on a layer different than rcon and so are not touched by the half second limit rcon dos

So there is no way on blocking this to prevent them from banning me or kicking me?

everything depends by the services used but the short answer is no, you can't do anything else.
Anyway is also possible that the server doesn't have the half second limit and so is not vulnerable to this bug
