Is it possible to kick or even bann clients in jk3 or something i remember there was something called lik3 q3noclients or something but i dunno how to use it 0.0 can some 1 help?

q3noclients is a proof-of-concept I wrote many years ago.
It works with a basic idea in mind, if you know the IP of the client you can send a spoofed packet to the server (or viceversa) and it will be disconnected.
Naturally is not possible to know the IP of the client so the tool implemented also a class C IP scanner/sender but in any case you needed to know a too much private information to use it since IP addresses are not "published/showed" on the server

Is there a program or something that can view his ip exept /rcon status that views ip's but if i have rcon why would i need to kick them with q3noclients when i can just do /rcon kick (client) ........ and my question now is is there a program that views ips?

no its not possible to view other clients IPs. only server can see other clients IPs.
you can try to fool ppl, by sending them to some website (with ip logger)..thts all i can suggest.
as far as i know if you are just normal client (player) in the server then theres no way to see other clients (players) IPs. ..and tht goes for all games.

and btw what do i have to type in it ?
for exaple
q3noclients ->69.31.15.154 29070 ->62.43.12.431 for exaple or ?
and wont ip 0.0.0.0 make all disconnect? lol

trust me, give up with that tool.
at 99% you can't spoof packets due to your OS or your network configuration so I have no time and desire to repeat what has been already explained here:

jawa, ur asking for a program that shows u ips with rcon status or without any sort of rcon at all?
