could you tell me what these actually do and give me an example of how to use them
Q3huffdecenc 0.2
Q3sendenc 0.2.1
and is it possible to enable certian cvar's like sv_allowdownloads and cheats etc... on servers
on Jedi outcast 2

the first tool is only an example that show how to use the q3huffman algorithm, so nothing really useful, except if you want to see the "connect" packet in plain text.
While the other one is able to send a custom "connect" packet without re-programming everything... something like a q3fill for one client only and with custom parameters.
There is no way to overwrite the server's cvars, only the client ones can be overwritten.
